BORDER SECURITY FORCE (BSF)

INTRODUCTION   

 

Till 1965 India’s borders with Pakistan were manned by the State Armed Police Battalion. Pakistan attacked Sardar Post, Chhar Bet and Beria Bet on 9 April, 1965 in Kutch. This exposed the inadequacy of the State Armed Police to cope with armed aggression due to which the Government of India felt the need for a specialized centrally controlled Border Security Force, which would be armed and trained to man the International Border with Pakistan. As a result of the recommendations of the Committee of Secretaries, the Border Security Force came into existence on 01 Dec 1965, and Shri K F Rustamji was the first chief and founding father. The BSF, in its 48 years of existence, has emerged as an elite force of the country having excelled with distinction in the 1971 war with Pakistan. Its ethos is “Any task, any time, any where” and the BSF has given blood and sweat to execute its motto “Duty Unto Death”.

 

BORDER FENCING /FLOOD LIGHTING/ROADS:

 

The concept of border fencing, flood lighting and construction of roads has been introduced with the aim to stop infiltration/infiltration on the Western and Eastern borders. The BSF contributes every year a number of personnel for services for UN Mission. During the Kargil conflict in May-July 1999, the BSF remained on the heights of the mountains and defended the integrity of the country with all the might at its command in unison with the Army.BSF personnel have been performing Internal Security Duty in Manipur for the last two years and have been successfully fighting insurgency in those areas. During the earthquake in Gujarat on 26th January 2001, the BSF was the first to reach out to help the distressed people. During the communal disturbances in Gujarat recently, BSF personnel went all out to restore amity and brotherhood among the people.

The BSF took over the erection of the border fencing in Jammu & Kashmir and it was successful in its task despite all attempts of Pakistan to scuttle our efforts. The BSF has been defending the borders along with the army and checking infiltration on the borders during the current standoff with Pakistan.

 

RECRUITMENT POLICY:

1. (CONSTABLE) Revised scheme for recruitment of Constable (GD) and procedure      

Constable is a major component of Border Security Force.

Powers of relaxation:
The power to relax the eligibility criteria as mentioned in above will rest with the Directors General of Central Police Forces

 

MEDICAL STANDARDS:

Eye Sight: The minimum distant vision should be 6/6 & 6/9 of both eyes without correction i.e. without wearing of glasses.

The candidates must not have knock knee, flat foot, varicose vein or squint in eyes and they should possess high color vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

 

ALLOTMENT OF VACANCIES:

60 % of vacancies will be allotted amongst States/UT's on the basis of population ratio.

20% of vacancies in the Border Guarding Forcess (BGFs) (BSF,ITBP,SSB,Assam Rifles) will be allotted to border districts, which fall within the responsibility of the Force.

In forces other than BGFs, 40% vacancies will be allotted to militancy affected areas i.e. J&K, NorthEasternStates and naxsal affected areas. The district/areas affected by militancy shall be notified by the Government from time to time.

20% of vacancies in BGFs will be allotted to areas affected by militancy i.e J&K, NorthEasternStates and naxal affected areas. The districts/areas affected by militancy shall be notified by the Government from time to time. iv) In forces other than BGFs, 40% vacancies will be allotted to militancy affected areas i.e. J&K, NorthEasternStates and naxsal affected areas. The district/areas affected by militancy shall be notified by the Government from time to time.

For diversion of annual vacancies from one State to another State, and also for diversion of vacancies of new raisings from one State to another in the same category or from one category to another category, approval  of MHA will be required.

 

 

RESERVATION :

There will be reservations for SC/ST/OBC, Ex-Servicemen and other categories of personnel in accordance with the instructions issued by the Government from time to time. The reserved vacancies will be calculated and recruitment made with reference to the allocations made to the States/UTs under item III above. Quota for SC/ST for various States/ UTs will be fixed having regard to the number of SC/ST population in such States/ UTs. The unfilled reserved vacancies may also be filled through special recruitments.

 


2. SUB-INSPECTOR

One-third of the posts are filled up by direct recruitment and two-third by promotion. The requisite criteria for direct recruitment  of Sub-Inspector is as under:

50% posts of Assistant Commandant are filled by Direct Recruitment (including 10% from SSCO) & balance 50% by promotion from Inspector to AC. The criteria for Direct Recruitment is as under:

ASSISTANT COMMANDANT: (TECHNICAL)

With B.Sc.(Physics, Chemistry & Mathematics) and above education qualification with the Electronics stream are deputed for appointment in the rank of Assistant Commandant (Technical) form the executive posts, after they undergo Battalion Signal Officers Course. These officers later on work in higher posts in Communication hierarchy in BSF, apart from performing General duties in various ranks, since Communication Officers are also part of General Cadre of Officers.

ASSISTANT SUB INSPECTOR (RADIO MECHANIC):

The BSF is having two Training Institutions for the training of Comn personnel:-

This institution is meant for the training of Radio Mechanics and Cipher personnel.

Signal Training School Bangalore:

All operator-stream courses are run by this Institute to train communication personnel operating various Communication systems in the Force.

Inspector to Assistant Commandant

Inspector with 5 years regular service in the grade, having medical category SHAPE-I with educational qualification asmatric & having undergone Basic Trg, PL Weapon course and Coy Comdr. Course are considered for promotion. 2 Years service in a service coy for all Inspectors/Sub (GD) or 2 years service in a duty Bn for Sub (Comn) is pre-requisite.

Promotion Avenues (NON-Gazetted Officer)

The rank structure of non-gazetted cadre of BSF is as under:-

The promotion of the members of the Force shall be based on merit and suitability in all respects, with due regards to seniority and should be medical category AYE . Every member of the force shall, before any promotion be required to pass pre-promotion course. These promotion examinations which are of a qualifying nature permit a constable to be promoted to the next higher rank of Head Constable upon being first brought on list A. Similarly promotion from the rank of Head Constable to Sub Inspector would require such a person to the first brought on the promotion qualifying list B. In the case of promotion from the rank of sub Inspector to Subedar, the same is dependent on a Sub Inspector qualifying list C.

The candidate appearing in list A, B & C test (i.e. DPC tests) must fulfill the following eligibility conditions:-
